Per state law, the assessment is directly related to the benefit each property receives from better, stronger flood protection. The assessment district has been divided into four zones so that properties are grouped by similar benefit. 

Because of their location, homes in Plumas Lake receive greater benefit from TRLIA’s levee improvements and the improved levee maintenance.  As a result, Plumas Lake homes would pay a larger assessment than a home in Linda or Olivehurst. Each dollar paid by the property owner equals one vote.  This means a home in Plumas Lake will have more votes than a home in Linda or Olivehurst.
