The Upper Yuba River Levee Improvement Project will complete a levee system designed to provide 200-year flood protection for 40,000 residents in South Yuba County [map]. The need for additional improvements on Yuba River levees was only recently identified. Those improvements include seepage remediation [cutoff wall and seepage berm], corrections to slope geometry, and erosion protection. Environmental review for the project area is underway, with construction expected to begin this year. Construction is expected to be completed in 2010/mid-2011 [see schedule]. The project is expected to cost $68 million. Of that amount, $47.5 million is being paid for by the State Department of Water Resources. As part of its funding agreement with the state, TRLIA must provide a 30 percent cost share for the $68 million project, or just more than $20 million. The local share will be covered through reimbursement and credit from the state for prior construction work, and funding from prior development agreements.
